Gated dir whose report the discovery contract cannot find.

The dir name stands in for an undeclared @flow literal here, and only here: it is a guess, and this rule spends it only to match a section the lockfile already carries. LT014 spends it to demand a section that does not, which a wrong guess makes permanent — see its docstring.
