Eval inputs committed into the flow dir instead of the fixtures tree.

A flow dir holds code and its sidecars. Data living there is read by hand — the catalog cannot address it, so it gets no type, no schema, no lineage, and every reader re-implements the parse. The fixtures root exists to hold it and still be reviewable in a diff.

Data is separated from configuration by name and by the catalog, never by position: a dir fact reported once, on the anchor module (_is_anchor), so a five-module flow dir does not report the same misplaced file five times.
